%X P-sets(packet sets)are combined with internal P-set XF(internal packet set XF)and outer P-set XF(outer packet set XF) ;or (XF ,XF) is P-sets. P-sets possess dynamic characteristic. Dynamic characteristic of P-sets is deleting some attributes and adding some attribute with the attributes set a of cantor set X. By using the structure and dynamic characteristic of P-sets,the concept of F-memory information genaration,F-memory information measurement,F-memory circle were given, the F-memory information exist theorem, the F-memory information recovery theorem and the F-memory information characteristic theorem were proposed. By using the results, the application of F-memory information was given. P-sets is a new mathematical model and mathematical method.
