We will com- bine Semantic Web Service with Constraint Satisfactory to solve activities management of virtual organizations. Accord- ing to the idea, we construct a tourism planning system. This system adapts to dynamic environments like Internet, it can find available resource information depending on user's requirements, then models the problem as a CSP to resolve it.
