%X Digital video has been transmitted using channels that have constant channel rate. Most video compression algorithms use MC and VLC to achieve compr ession, There always need a output buffer between the video encoder and the channel multiplexer when the encoder operates on the CBR mode. The normal mux. will always waste channel resources when simply combining the input CBR video. Here we give a new mux. module which is based on statistics. It can control the bitrate of every input dynamic.
