%X An automatic video surveillance system was presented and realized, which included a new motion-detection method based on H. 264 video coding standard. Moffon vectors and residual energy of the current image were both taken into account to determine the state of ongoing scenery in this method. The resulting system can efficiently reduce the influence of background clutter and improve the sensitivity and robustness of the system,
