%X As one important technology of H.264,rate control plays an important role in promising a steady rate and a high receiving quality.This article gave a detailed analysis about the problem that the algorithm employed by JM(Joint Model) achieved insecure rate and PSNR(Peak Signal to Noise Ratio) for different preliminary quantization parameters,and made some improvement about the algorithm.The test results demonstrate that the improved algorithm could guarantee steady rate and PSNR.
