%X Emergency logistics vehicle distribution is a very important and practical research problem, the first condition is the lowest fees to meet the time requirements. This paper established the mathematic mode which minimized total cost with the emergency time constraint, and proposed a new particle swarm optimization with pattern search and mutative scale chaos to solve the problem. Examples indicate that the algorithm has more search speed and stronger optimization ability than GA and the PSO, so it proves that the proposed method is feasible and effective.
