%X This paper proposed the optimal planning programming language based on fluent calculus, which was called OPPLFC. It could describe complex action such as sequence, concurrence, nondeterministic branch by defining action expression and achieved the optimal planning by the optimal planning operator. It gave the optimal planning operator of OPPLFC, and introduced the core idea of reinforcement learning-reward function and implemented off-line execution again and again to take the optimal planning.OPPLFC described the optimal planning by comparing with the last off-line execution. It presented the composition and semantics and implementation of OPPLFC. An example indicates that the feasibility of OPPLFC.
