%X To solve the problem that the existing IP covert timing channel tools can not communicate with each other due to the lack of uniform protocol constraint, based on the OSI/RM, this paper established four layer protocol model of IP covert timing channel and gave the specific design. Furthermore, implemented a practical IP covert timing channel software which meeting the requirements of the hierarchical communication protocol.
