In the methods of current requirements prioritization, the user requirements were compared and prioritized on the same level, and the hierarchy of requirements was few considered. In this paper, a method of setting the highest priority of requirements based on the interpretative structural model was proposed. First, the hierarchical model of software requirements was built with ISM. Next, the intersections of the top each requirements were related were operated, and these requirements were given the highest priority. Final, the case analysis were given. The results show that this method can highlight the levels of the requirements, elicit the requirements set with the highest priority, and improve the efficiency of requirements prioritizing. %K software project %K software requirement %K requirement priority %K ISM technology
