%X This paper put forward a risk-based method for supporting the prioritizing quantitative analysis of risks which modeled the problem from two dimensions: requirements and tasks, risks being thought of as the key factor. The simulation results show that the method is cost-effective in the sense that the project achieves the goal of gaining the value in early stages as soon as possible.
