%X It is confirmed that the Chinese Train Control System (CTCS) level 3 is adopted in newly built railways where the train speed is expected to exceed 300 kilometers per hour. In order to construct the CTCS level 3 simulation and testing platform, this paper focuses on the simulation of RBC, and the research method is as follows. First, the design of the safety computer platform was presented according to the safety requirements of RBC. Then, the functional requirements of RBC were found out through a profound analysis of the CTCS level 3 system requirements. Last, the software of the simulation RBC was designed and accomplished. Through the practical application in the simulation and testing platform, the simulation RBC has the desired functions and meets the construction requirements of the CTCS level 3 simulation and testing platform.
