%X This paper put forward a technical scenario based on complex system theory and methods, and discussed the functions of five key technical factors: crowd, traffic, micro geography, emergent affairs and exercise computer room to structure virtual emergency sites. Analyzed the importance of complex system theory and technology to construct emergency information system theoretically.
