%X To further improve the coding efficiency of the scalable video coding based on a full scalable motion model and reduce the limit of its lowest bit rate, this paper improved the 2D motion scalability and bidirectional motion estimation of this model. It updated process of motion estimation, proposed the principle of same scalable motion levels and the structure to access 2D scalable motion data. The 2D motion scalability with bidirectional motion estimation was fully completed with these proposals. Simulation results verify the superiorities of proposed bidirectional 2D scalable motion model over nonscalable ones.
