%X To solve the issues of the chicken and egg dilemma of rate control model in H.264,this paper adopted a concept of APIB,and improved the calculation of the APIB to better reflect the complexity of image. The improved APIB with the PSNR weighted to calculate macro-block complexity. Then used the image complexity to allocate bit for each macro-block. The experimental results show that,compared to G012 in H.264,the proposed method gains 0.11 kbps in control precision and the average PSNR be improved by 0.224 dB...
