%X his paper applied the method of case-based reasoning to emergency aid decision-making in order to provide a kind of efficient and applicable method to emergency decision-making.Proposed a universal method for describing and organizing emergency cases based on three-tier architecture at first, then designed a kind of similarity algorithm based on two-layer structure according to attribute features of emergency cases, to avoid the defect of traditional nearest neighbor algorithm.Finally,proposed the method in the proved to be applicable by the example in the CBR prototype system.
