On the basis of conventional layered-rate allocation mechanism, also chose the interleave length and iterative decoding times dynamically, according to the importance of that quality scalable bitstream for image recovery. Introduced the error resilient tools JPEG2000 provided to improve the image reconstruction ratio at the receiving end.
