%X This paper analyzes the disadvantages of traditional pure C/S structure and the advantages of new N-level B/S structure,expatiates that the network management based on Web is the development trend of the network management in future,takes the software reuse techniques in software development nowadays into account,brings forward and accomplishes a kind of new SNMP network management system model based on COM and N-level B/S structure,and gives the details of the key techniques and points of design that are used in this system.
