%X The headers of the every department of the organization can't monitor and control the system data in small granularity.Because of this limit,monitoring and control function of system can't play a role in the broader scope in the organization.To meet this requirement,a new mechanism that partition scope in the process level and smallest partition granularity reaches activity is put forward.
