%X This paper investigates all kinds of hierarchical layer structures including media object's semantic expression with hierarchical layer structure, scalable coding, MPEG-4's hierarchical bitstreams organization and delivery multimedia integration framework. At last, it sum up the whole structure of MPEG-4 and the role, spirit, evaluation criterion and drawback of the hierarchical layers method in MPEG-4.
