%X Spectral characteristic is one of the basic characteristics of surface objects,and is the basis of qualitative and quantitative remote sensing.The new generation spectral library is characterized by the matching of terrain feature's structure,spectral,knowledge library and model library.Its destination is to resolve problems existed in the constructs and applications of formal libraries,and make spectral library play an important role in the process of spatial information industrialization.The combination of data and models and network sharing is its main character,which poses a great demand to the network based management and operation.This paper discusses the design philosophy,global structure and operation sheet of remote sensing library in the terrain feature knowledge library,and parses some key technologies involved in the realization process.
