%X Scientific and normative plan can effectively coordinate the relationship among the human being, environment and society, The survey non-point pollution in large area is important base for a lot of kinds plan. Studying on the defect and difficulty in the current systems of non-point pollution load calculation and basing on the water resource planning in China, the significance, function and key technologies of non-point pollution load calculation system on the micro-scale applied in the level of planning are present.
