%X n anomalous ohenomenon was discussed,in whichit was found from a calculation of the allowabledischarge levels of water pollutants in the Huainanreaches of the Huaihe River that there was a largeflow of water with a small allowable capacity ofpollutant discharge.A quantitative analysis for thecauses of this problem was made,based on themechanism of forming the capacity of the river toreceive pollutants and on the equations forcalculating the discharge of pollutants.Finally,thereaches of the Huaihe River in Huainan city weretaken as an example to preliminarily study how canidentify and determine the design flow of a river.
