%X This paper deals with the design problem of generalized linear stabilizing controllers for linear systems with after-effect so that the resulting closed-loop system is globally uniformly asymptotically stable in the Lyapunov's sense. The stabilizing controllers are universal in the sense that they include the usual delays (namely, point, distributed and mixed point-distributed delays) which can be finite, infinite or even time-varying.
