%X On the basis of emulating human (control expert's) macrostructure and behavior function, this paper presents a basic theory called Simulating Human Intelligent Control (SHIC) with the ability of self-learning and self-tuning. The essential structure, design method, and some basic concepts such as the characteristic identification, characteristtic memory, heurestics, intuition, multi-mode control and high-order production hierarchical structure of SHIC are expounded.
