%X In the UK and the US punishment and administrative penalty are administered as a means of administrative enforcement, and in Japan other enforcement measures are taken. All these practices reflect people's understanding of the protection of human rights. In the author's opinion, from the basic idea of safeguarding human rights it is necessary to restrain the use of direct enforcement measures. Instead using indirect enforcement measures to achieve the expected administrative objectives seems to be a better alternative. This view is worth considering when administrative enforcement measures are designed in China.
