%X In this paper,the theories,principles and the procedur es of the establishment of organic agricultural production bases are stated.And the theories include the ecosystem health,ecological pest management and eco-eth ics,the principles include the combinations of standardization together with sci entific technologies,of production organization together with market exploitatio n,and the combination of economy benefit,environment benefit and society benefit together.And also the method of the base construction is expounded.
