%X The paper analyzes the production situation and developing trend of special maize in Jilin Province and its production bases are divided into 5 big regions according to the following principals such as taking measures suitable for the local conditions, keeping administrative area integrated, and sustainable developing. Finally, four measures to set up special maize production base are put forward.
