%X Water shortage is the main limiting factor to agricultrual development in Hai-he Plain,But because the uneven distribution of annual precitpitation,water logging of ten occurrs.For solving this problem,a transregional anti-drought and flood adjustment system was set up based on the climatic characters and the patterns of crop water consumption.Then the capacity for anti-drought and anti-flood in this region was greatly increased.
