%X The sea area is an essential basic resource of China just the same as the land, furthermore, the sea area is also of great significance to the economy, environment, national defence and so on. Because of the lack of virtual monitoring of the sea area usage in the past, the sea area managers could not accurately know the trends of the sea area usage, so it was very difficult for them to make reasonable management decisions, this problem has resulted in lots of natural disasters relating to marine resources and environment. Taking the speciality analyse of the sea area us- age as basis and the correlative monitoring pattern as reference, this paper discussed the pattern of the sea area usage monitoring system in China in both aspects of technology and operation. For the first time, the primary conceptual framework of the dynamic sea area usage monitoring system was formed in China.
