%X This article describes the definition of rate of rural labor in and out migra tion,calculates the rates by provinces,analyses the distribution of characterist ics of rural labor in and out migration,and proves the three fundamental cond itions for rural floating labor force,which are the economic strength,cultural l evel and travel ability.Based on these discussions,corresponding policies and su ggestions are raised.
