%X Inner-Mongolia is located in the peripheral area of the Monsoon climate region. The dynamic analysis shows that the climatic productive potential there has great variation from year to year, especially in the region where water is a dominant limiting factor. Using the empirical orthogonal function (EOF),the result of the temparal and spatial analysis reveals that the variation of the productive potential synchronizes with time and has regional difference in variation amplitude and that its variation in the east is opposite to that in the west.
