%X The paper lists all kinds of shortage about traditional audio-video seeing and hearing service in library. It points out the service is not suitable for society and it is necessary to develop VOD in electron reading room. Meanwhile the paper demonstrates the choices about serving object, act source and technology method, and introduces some steps about developing VOD of the Streaming media in LAN.
