The controller was designed to be a three\|dimensional fuzzy controller which use current phase main queue, coming vehicles in the latest 10 seconds, next phase main queue to determine each phase time. According to the process of vehicle coming and going at intersection, the calculation model of average vehicle delay was proposed. A simulation experiment was performed to measure the capability of above fuzzy controller at a four\|phase intersection, and the performance was measured with average vehicle delays through the intersection. The simulations show that the results of the fuzzy controller are satisfactory, and the fuzzy method overmatches the time method. %K isolated intersection traffic %K multiphase %K fuzzy control %K average vehicle delay
