何士华 %A 程乖梅 %A 张思青 %J 系统工程理论与实践 %D 2006 %I %X Sustainability judgment of water resources development and utilization is the key step in current water resources evaluation.Water resources development and utilization is treated as a sustainable process involving multi-objectives such as economical,environmental and social efficacy.Based on the discussion about the non-inferior and non-different trade-off rates of multi-objective decision,the basic signification of trade-off rate is extended to time-dependent according to different decision maker's preference structures during different stages of water resources utilization.The dynamic time-varying characteristics of trade-off rate between economical and environmental objectives are revealed under different water resources utilization modes.A feasible and valid approach is proposed for the sustainability identification and appraisal of water resources utilization.Finally,case studies were given to verify the effectiveness of the theoretical framework,and the results can be used as reference for decision-makers. %K trade-off rate %K water resources utilization %K multi-objective decision %K sustainable development
