%X The paper proposes the formal norm of Web\|based open decision support system, definitely demonstrates the entities and their relationship in the system. Then a new type of concept model for Web\|based open decision support system is introduced,and the transaction processing procedure is analyzed in detail. Finally, a prototype system for education planning is illustrated to show the rationality and practicality of this model.
