%X According to the SEA method demand, this paper presents three measure of performance which are used to evaluate surveillance effectiveness of C 3I system. By analysing the work process and enviroment property of C 3I system when it performs surveillance task, this paper applies queue theory to the establishment of effectiveness model and sets up the surveillance effectiveness model of C 3I system about SEA method. Lastly, the model is used to calculate surveillance effectiveness of a concrete C 3I system and results of the calculation are analysed briefly.
