%X According to road and traffic characteristic indexes of high way network, this paper illustrates a new model,which can evaluate which one is the best among many programming schemes, named two grade fuzzy comprehensive evaluation with many fuzzy operator. Moreover, the method resort to AHP method to get the evaluation indexes' weights. On the basis of the model, several programming schemes are evaluated and sorted. The evaluating method is simple, scientific and applicable.
