%X Achieving integration optimization of environment and economic is the objection which firms pursuit. In accordance to classification of environmental impact, a two-level programming model of integration optimization of environment and economic is derived in this paper. The policies of effective subsidies are analyzed in order to reduce the emissions of waste.
