姚令侃 %J 系统工程理论与实践 %D 1998 %I %X According to extension theory,probability theory and the knowledge on debris flow, a pattern of strategic decision with two gradations for predicting and mitigating debris flow disasters is presented in this paper.First, the uncertain factors in debris flow forecast are discussed.Then, using dependent function,a method to determine the bias towards the standard of measures for disaster reduction is introduced.Finally, the matter element model of decision making is established. %K debris flow %K extension set %K strategic decision for disaster reduction
