%X This article fully considers the randomicity of oil retail, puts forward the time window problem and delivery arrangement problem of oil supplement, presents an integer programming model based on the structure and character of oil distribution network. Finally, a heuristic approach is applied to solve the model. With our research, it can be found that assigning resources of whole network reasonably not only can reduce the distribution cost, but also can avoid the condition of oil short supply and oil discharge queue effectively.
