%X This paper describes the methodology of small watershed comprehensive harnessing projects planning, in which the multi\|criterion fuzzy evaluating method, input\|output analysis and goal programming are employed, based on the system engineering theory. The proposed planning method fully considers the modern significance of small watershed harnessing, and extends the sense of the old planning method because of making good use of new analysis and computing technique. Therefore, the harnessing objective can be achieved more reliably. The planning method is scientific and effective for a given period of time, and of value to develop the small watershed comprehensive harnessing projects planning method.
