Based on the basic concepts of water resources systems engineering, the essential of water resources systems engineering is the methodology for dealing with water resources problems. And then the theoretics frame of water resources systems engineering is presented, which is consisted of optimization methods, modeling methods, prediction methods, simulation methods, evaluation methods and decision-making analysis methods of water resource system.
