%X Based on the popular NCD system, this paper provided a new method to make premium rate by considering the influence of claim severity on the policyholders history, and also on his premium. Meanwhile, it made it consistency between the premium and the risks that the policyholders undertook. Especially for China's disordered motor insurance rate, it would be a great help, and can also improve the decision-making level.
