%X From the aspects of population carrying capacity, balance of carbon and oxygen and water resource provision at small town, this paper adopts system theory and ecological element threshold method, and analyzes the threshold of every ecological element in the balance of ecosystem on the basis of the principia of conversation of energy and circle of matter, it also anatomizes the sticking point of the ecosystem balance at small town. In order to find out the right scale of garden and open space at small town, it analyzes and demonstrates the right total scale of garden and open space by theories of garden planning and ecology, regards the threshold of ecological elements as restricting conditions of planning indexes of garden and open space, and builds a model of garden and open space whole scale controlling of Small town basing on the sustainable development of the ecosystem at small town.
