%X Based on the comprehensive analysis of power system management efficiency, this paper points out that the focus of comprehensive evaluation is the measurement of technical progress. Subsequently it introduces the total factor productivity (TFP) index, and proves that the growth rate of technical progress equals to the growth rate of TFP. Then several measurement methods of TFP are outlined. At last the TFP values of six large electric power networks are given as an example.
