%X In this paper, a characterization of effective units is given, and a necessary and sufficient condition for DEA efficiency(C 2WY) is provided. At the same time, something about signification and theoretic basis of DEA efficiency is discussed by using the theory on partially ordered set. At last, an evaluating method on using qualitative variables in Data Envelopment Analysis is given.
