%X The design of organizations around job structures has dominated the fields of organizational behavior and human resource management for decades. However, this approach is challenged. Many researchers suggest that a competency\|based approach is more appropriate. In the global competitive environment, reward systems, selection systems, and the structure of organizations need to change to focus on competencies. The necessity of the change is discussed from the directions of the change of nature of work, the change of organizational change, organization structure, and global competition in this article. Meanwhile, the potential effectiveness of a competency-based approach is discussed.
