李如忠 %A 金菊良 %A 钱家忠 %A 汪家权 %J 系统工程理论与实践 %D 2005 %I %X According to the principles of index screening, a multiplayer evaluation index system reflecting the present state of the water resources-social economic system is established. On the basis of it, a GEM-AHP model for water resources allocation is proposed. In the model provided upward, the utilization effectiveness of water resources in a region is treated as the objective, and many factors involving socity, economics, natural resources, environment, technology, and so on are applied to construct evaluation index system for water resources allocation. According to the relationship between the objective and the plans, the proportion of water resources allocation among cities is determined at last.
