%X An equivalent bilevel equilibrium representation for variational inequality (VI) is presented and the profound relation between VI and bilevel equilibrium is clarified. Their applications in traffic assignment problems (TAP) are discussed for both user equilibrium (UE) and stochastic user equilibrium(SUE) models.
