%X In this paper, the issues and obstacles in the current geo-herbs management, are deeply analyzed, and a policy tendency corresponding to the management charateristics is presented, that is to establish an intellectual property-based system for the geo-herbs management. Some proposals are made for the establishment of multi-functional management units and for the step-by-step reform of geo-herbs management. The future development tendency of geo-herbs intellectual property-based management system is also predicted.
